This is probably not a big surprise but Win 95 support is a bit
unhappy in the current version of Cygwin32.  I ran a native configure
of the toolchain and it froze the machine 90% of the way through...
Once I get a configure to succeed enough that I can run a build, I
occasionally get a message saying make has performed an illegal
operation and must be shut down.

I wonder if we're setting some flags in Cygwin32 that Win 95 doesn't
support or some such thing.  :-(

On the other hand, supporting native rebuilding under Win 95 isn't
important.  And tools seem to work fine in basic usage.  expect
runs and can spawn gdb -nw but I haven't gotten to testing anything
yet).
