You can also download this: http://www.neuro.gatech.edu/users/cwilson/cygutils/testing/release/mingw-extra/mingw-extra-2.95.3_20011106-2.tar.bz2 and unpack it in the obvious place. It contains those libraries from mingw's gcc package.
