That will only work briefly.  Eventually someone will strip out that 
limitation, build a replacement, and post it on some website somewhere.

Better solution would be to disallow *anonymous* rsync to cygwin-ftp 
repository.  Those who need to rsync to cygwin-ftp can do it using 
authentication.
