It actually doesn't matter.  But since the default path for
libexecdir isn't /usr/libexec but /usr/sbin it should go to
/usr/sbin.  Or better /usr/lib.  Or even better, perhaps,
/usr/lib/httpd, /usr/share/httpd, ...
