More to the point,

setup.hint's structure WILL be changing to accomodate setup.exe's needs.

So anything that wants to work on setup.hint will need to change along
with it - and I'm not interested in supporting multiple programs.
There's enough work to do on setup.exe itself that adding work just
doesn't interest me. Furthermore, those changes have to be syncronised
to prevent setup.ini corruption (or even just unparsability) and to fit
in with Chris's workload/time/goals.

The goal of all this is to get setup.exe to parse metadata from within
files a la rpm/deb, and thus when in-file support is ready I am intent
on making the format of the in-file metadata the same as one of the
above (why reinvent the wheel?).
