You are correct - I was mainly thinking of a fresh brand new install never 
before been installed.  I have selected to do a download only - I am not 
installing yet and I might in fact as we have seen from other questions in the 
past about setup.exe back up all my directories in the local cache and move 
them to some other machine or directory (like a network share) and then install 
from there.  At the time of download I have installed nothing nor do I have a 
mount point - as I have no cygwin - all I am doing is downloading with the 
intent at some later time to install a fresh installation.  Yet by asking for 
the Root_dir which at this time setup does not need - I am giving the user the 
impression something else will happen and that the root will be used.  This is 
why for the most part the local cache has always been where setup.exe is and 
why setup.log and setup.log.full and contrib folder and latest folder are 
always in the local cache.  

Again all you other points are well founded and I am not sure what the right 
answer is.  I really believe all the other files - setup.log and contrib and 
latest belong in the local cache and the pointer to the local cache belongs 
with setup.exe - but then as you say - what if I get setup from cygwin.com by 
clicking install cygwin now - then what and how do we find the pointer to the 
local cache later/the next time.
