The tar files are named incorrectly.  They should be:

rsync-2.4.6-1.tar.gz
rsync-2.4.6-1-src.tar.gz

The announcement looks ok, except for the part about the "new" version of
setup.exe.  It doesn't make sense to have these words in announcements anymore
since the GUI version has been around for a long time.

I'll let you know when I've updated rsync on sources.redhat.com and then
you can send your announcement to cygwin-announce, using a subject similar
to what you have seen in the past.  I'll rename the tar files as mentioned
above.

One thing I should mention is that you will really do yourself a favor if
you reset most of the fields in your header to point to cygwin AT cygwin DOT com.
I.e.

Subject: New on sources: rxvt-2.4.6-1
Reply-To: cygwin AT cygwin DOT com
