This has the AC_REQUIRE autoconf problem fixed (thanks Akim). However if
the user doesn't put AC_PROG_CC in anyway, the output looks like:

configure: creating cache /dev/null
checking for a BSD compatible install... /bin/install -c
checking whether build environment is sane... yes
checking for mawk... no
checking for gawk... gawk
checking whether make sets ${MAKE}... yes
checking how to run the C preprocessor... /lib/cpp

So I don't know how useful the AC_REQUIRE actually ends up being !
