Well I've uploaded a test 2.4-PRE1 set as discussed...

Before I take this to the cygwin list, can I ask for some of the apps readers to take the time to provide feedback?

There is no /usr/doc/Cygwin documentation as squid 2.4 builds and runs OOTB on cygwin - no patches required.
