There's a project on SourceForge with only one contributor at the
moment "Chris Houser <chouser AT users DOT sourceforge DOT net>" who provides
a UNIX mail package for Cygwin:

http://unixmail-w32.sourceforge.net/

The package contains fetchmail, mutt and gpg.

Chris might be interested to provide his package on sources.redhat.com
as well. He's currently using ActiveState Perl, not the Cygwin port
but hopefully this can be changed.

BTW: Shouldn't Charles perl port become a `contrib' or `latest' package,
eventually? It's needed for compiling OpenSSH for example. Or, in other
words, are there systems out there who can live without perl???
