http://sources.redhat.com/cygwin-apps/setup.html (which is linked from
http://sources.redhat.com/cygwin-apps) documents the bootstrap.sh
requirement for libgetopt++, and provides the recommended configure
line.

I don't know why it finds it by default for me, but I've added a check
for this to setup's configure.ini and am regenerating configure now.
