I have no problems moving it. It never really fit into the winsup
hierarchy. I put it there because I didn't want to make a new upper
level directory on src and there was no cygwin-apps at the time.
Let's rename the directory to 'setup', though.
FWIW, I think I will physically move the cvs directory to a new
location, wiping out all hints of cinstall from winsup.
