I've volunteered to become the Ghostscript maintainer; I've built an "X-less" version of GNU Ghostscript 6.51, which is now ready for a test release. What's the procedure for uploading stuff to the mirrors and making the announcement? I looked at the cygwin-apps archive, but I didn't find any documented procedure for package submission (I only found an e-mail from Chris Faylor requesting a CGI volunteer to develop an automated procedure.)
