Current libbsd 0.11.7-3 breaks setproctitle() because it provides its 
own generic implementation which does not work on Cygwin. It also 
prevents that the cygwin1.dll implementations of some other functions 
(arc4random(), strlcat/cpy(), wcslcat/cpy(), ...) are used.

The runtime from libbsd0 0.12.2-5 still exports these symbols for 
backward compatibility but the import library from libbsd-devel does not 
longer offer these.
