By whom?  All SHA digest programs you might want to use are available
from GNU coreutils or if you insist on Perl modules, perl-Digest SHA1
and perl-Digest-SHA2.

No, this package has long been obsoleted and the version of Perl which
it was compiled for no longer exists for Cygwin anyway.  It appears it
has found a new upstream maintainer in the meantime, but I really don't
see the need for providing it again.
