It took a while to find the correct name for the prefix, because it's not officially used in MSDN documentation. An UNC path is actually a path in the style \\server\share\path\to\file so "UNC path" is just a path starting with two backslashes and the serve name. Paths starting with the \\?\ prefix are called "root local" paths. The name stems from the fact that paths starting with \\?\ are relative to the root directory in the NT namespace. Please give the cygwin-3.6.0-0.284.ga0527e37869e test build a try. It should be built and uploaded in an hour or two.
