You didn't say what you are trying to achieve, but since the exercise
seems to be to learn something about Linux kernel (module) programming,
you could save yourself some bother by doing this on an actual Linux
system, in a Linux VM or even in Windows' subsystem for Linux.  While
you might have pacified the Cygwin compiler for now by changing sone
options, you would really need to have a proper cross-compiler to Linux
for any of this to result in an actual working Linux kernel module.
