 From what I've seen from entering bugs into various BugZilla and similar 
systems, that's where bugs go to be ignored, perhaps discussed, marked WONTFIX 
or low priority, and left to linger, often for years or decades, before being 
addressed or just closed.

Volunteer project managers each have their own priorities and availability, and 
volunteer developers each have their own interests and availability, and they 
may not align, so developers may not jump in to deal with what project managers 
think need handled, and sometimes volunteers wear both hats, so have to decide 
how much of their limited time to spend on each role.

At least on this list, users, maintainers, and developers can have a discussion, 
  when they have time available to respond, and if agreed, provide a fix in a 
reasonable timeframe for the next stable release, with test snapshots or 
releases often available frequently.
