The binutils packages for Cygwin and MingW64 cross-compilation
toolchains have been updated to the upstream feature release 2.36.1.

This is a test release since there are several changes and new features
that either don't work or have not yet been fully tested on Cygwin. In
particular, the new defaults for the linker to always apply certain PE
flags had to be reverted, but some other changes in that same area have
been left in.

I encourage all Cygwin package maintainers to try building (and testing)
their packages with the new binutils, but please do not (yet) release
such packages until further notice.

The GNU Binutils are a collection of binary tools. Most of these
programs use BFD, the Binary File Descriptor library, to do low-level
manipulation. Many of them also use the opcodes library to assemble and
disassemble machine instructions.
