That's how it works. It's just that Cygwin provides /tmp aliasing as a mount
point option for a better usage experience.

See /etc/fstab - the usertemp FS pseudotype.

I.e.
none /tmp usertemp binary,nouser,posix=1 0 0

If yo have a different TMP (than TEMP), check your shell startup for any
redefinitions.
