Not likely.  Cygwin handles Ctrl-C by generating SIGINT.  This only
works reliably with Cygwin processes.  There's

  $ /bin/kill -f <PID>

to call the Win32 function TerminateProcess(pid) on a non-Cygwin
process or an unresponsive Cygwin process.
