I reverted the entire patchset and uploaded new developer snapshots
to https://cygwin.com/snapshots/.

Incidentally, Microsoft's OpenSSH port calls LoadUserProfile, but it
never calls UnloadUserProfile.  I guess they know why.

It seemed like a good idea at the time...
