Sorry if this is off topic, but would you consider updating the Perl package
itself? I noticed today that Cygwin Perl package is still using
Math::BigInt 1.999806 (2016-12-13).

Some important changes have dropped since then, for example "to_hex", "to_oct"
and "to_bin" with 1.999808 (2017-01-11).
