I uploaded a new Cygwin test release 2.11.0-0.3

I'm planning for a release end of August.  Please test.

Changes 0.2 -> 0.3:

- Following glibc, `union wait' has now been removed.  Applications
  using union wait and these macros will have to migrate to the
  POSIX-specified int status type.

- Fix memory allocation values in /proc/<PID>/status and /proc/<PID>/statm.

- New APIs: clearenv, pthread_tryjoin_np, pthread_timedjoin_np,
  sched_getcpu.
