If you run this command with Linux Ruby or RubyInstaller [1]:

    $ ruby -e 'p File.size(".")'
    65536

you correctly get the IO Blocks for the current directory. However not with
Cygwin Ruby:

    $ ruby -e 'p File.size(".")'
    0
