Try from elevated Command Prompt (Admin) with expected path delimiters and switch chars:
	> robocopy C:\cygwin64 F:\cygwin64 /e /purge /z /copyall /sl
I've had success with:
	... /s /copyall /xj /sl /mt:8 /r:0 /w:0 /ndl /nfl /np
but YMMV
