It would not surprise me to discover that the problem was *something*
installed by the, ahem, sheriffs in the night hours.   I'll have to

Enjoy!  Please don't even try then :)

For grins, I installed cygwin on my home PC just now.  And everything
works swimmingly well.  Also Win 10 PRO system (but yes, different
motherboard, different video cards, no corporate Active Directory).
