SQLite is a software library that implements a self-contained,
serverless, zero-configuration, transactional SQL database engine

* Update to reference latest ICU version (55)
* Additional executable sqldiff.exe, for determining the
  difference between two SQLite database files.
* Compiled with -DSQLITE_ENABLE_DBSTAT_VTAB=1,
  which enables the dbstat virtual table.
* Removed sqlite3-zlib package. Use sqlite3-compress in stead.
* Additional SQLite bug-fixes, rejected (apparently) upstream
  but important (and simple) enough for Cygwin:
