Perhaps you want:
grep -Eq "^{file}:" /etc/nsswitch.conf && { grep -Eq
"^${file}:[^#]*\<db\>" /etc/nsswitch.conf || use_file=0 }
Or even more simply (since the first clause is really subsumed by the
second):
grep -Eq "^${file}:[^#]*\<db\>" /etc/nsswitch.conf || use_file=0
