on 64bit
$ cygcheck -cv llvm-debuginfo

Package              Version        Status
llvm-debuginfo       3.4.2-4        OK


"stopped at 99%" could be a antivirus with problem to digest a
so large compressed file.

Try to download with wget the file alone and than install from the disk
