How any of this is relevant to Cygwin?

The question is, what for? In default OS installation, there's dime a dozen
applications, that use SSL in one way or another. It takes a considerable
effort to NOT install any of them.
What is dependent on OpenSSL in base Cygwin?

That's likely a bug.
