I noticed that Debian is using Perl rename

    $ readlink -f /usr/bin/rename
    /usr/bin/prename

    $ dpkg --search bin/prename
    perl: /usr/bin/prename

However, Cygwin Perl does not include this file.

    $ gzip -cd /etc/setup/perl.lst.gz | grep prename | wc
          0       0       0

I understand that the util-linux version has the benefit of not needing Perl,
however if a user decides to install the Perl package, shouldnt they benefit
from the Perl rename as well?
