Hi Achim,
feel free to require the feature upstream.
https://github.com/xianyi/OpenBLAS/issues

Building with NUM_THREADS=n should provide in the mean time
the maximum available.

The variable OPENBLAS_NUM_THREADS=m should allow to less than the 
maximum.
