Dunno what you're doing exactly, but this works with Cygwin 1.7.18:

  $ cat /cygdrive/Windows/media/ding.wav > /dev/dsp

Can you provide a minimal, self-contained testcase in plain C, which
allows to reproduce the behaviour?
