No, newlib is right.   Look again.  In libc/include/time.h
CLOCK_MONOTONIC is only defined if _POSIX_MONOTONIC_CLOCK is defined.
In libc/include/sys/features.h, _POSIX_MONOTONIC_CLOCK is only
defined for RTEMS and Cygwin.
