Firewall perhaps, assuming the service is actually running.  Maybe try
telnetting to that port?

If you *must* have 'rsh' but are having trouble getting it working, you
might try setting up another service to help you debug.  There's certainly
many who have had luck using 'ssh' to connect to their machines.  You can
find lots of help for that in the email archives.  If you can get something
working for you, then you know any remaining issue is a service
configuration problem.  Just a thought.
