TeXLive runs OK for preparation of my manuscripts.  However, I'd like to
expand its use, e.g., to include uspatents packages, etc.

When I try to run tlmgr:

/cygdrive/c/cygwin/usr/share/texmf/scripts/texlive% tlmgr.pl
Can't locate TeXLive/TLConfig.pm in @INC (@INC contains:
./../../texmf/scripts/texlive ./../../tlpkg
/usr/lib/perl5/site_perl/5.14/i686-cygwin-threads-64int
/usr/lib/perl5/site_perl/5.14
/usr/lib/perl5/vendor_perl/5.14/i686-cygwin-threads-64int
/usr/lib/perl5/vendor_perl/5.14
/usr/lib/perl5/5.14/i686-cygwin-threads-64int /usr/lib/perl5/5.14
/usr/lib/perl5/site_perl/5.10 /usr/lib/perl5/vendor_perl/5.10
/usr/lib/perl5/site_perl/5.8 .) at ./tlmgr.pl  line 81.
BEGIN failed--compilation aborted at ./tlmgr.pl  line 81.

I do see that these items were installed with the package:

% locate TLConfig.pm
/cygdrive/c/cygwin/usr/share/tlpkg/TeXLive/TLConfig.pm
% locate tlpkg
/cygdrive/c/cygwin/usr/share/tlpkg
/cygdrive/c/cygwin/usr/share/tlpkg/TeXLive

but the relative paths in tlmgr.pl  seem to be incorrect.

Before editing the scripts, I'd like some input on what I should be
expecting from TeXLive under Cygwin.
