bzr provides a "fastimport" plugin that can be used to carry out the 
migration 
(http://doc.bazaar.canonical.com/plugins/en/fastimport-plugin.html). 
Some Linux distributions provide this plugin as a separate package.  Are 
you interested in doing that for Cygwin?
