I suspect the base address of

 > C:\cygwin\bin\cygiconv-2.dll: Loaded to different address:
 > parent(0x490000) != child(0x630000)

to be the problem. I saw one time that rebase used inconsistent address.

Could you from dash run "rebase -si > rebase.out" and post the
output as attachment ?

As extreme rebase action, you can remove or rename "/etc/rebase.db.i386"
and rebaseall again. Without the previous database it will rebase
from scratch; sometime it solves the problem.
