This is due to the packaging problem discussed here:

I'll upload a fixed version of the texlive package soon.  In the 
meantime, you can replace /usr/bin/biber.exe with the following file:

   http://sanibeltranquility.com/biber.exe

Note: The first time you run biber, it will seem to be very slow. 
That's because it is unpacking an archive that contains, in effect, all 
the perl dependencies.
