Your program might compile, but is bound to fail at run time. If an ioctl macro is not defined on Cygwin, it's because the functionality is not implemented. In this case, sending a random number to the ioctl function is not going to magically make it work. asm-generic/ioctls.h contains #include <linux/ioctl.h> Do you think that would work?
