A simple 'echo $PATH' would be better here.

Please note that ActiveState Perl is not really supported here, as
cygwin has its own perl.

Out of curiosity, what does 'getfacl /path/to/perlapp' shows?
Do the other executables in the same directory have the same
permissions (both DAC and ACL)?
Does 'hash perlapp' solve the issue?
