The serf packages have been updated to the new upstream release
1.0.1. See

CYGWIN CHANGES:
==============
This release is built against OpenSSL 1.0.1. This fixes the problem
accessing repositories using https reported here:

  http://cygwin.com/ml/cygwin/2012-02/msg00842.html

Note that the neon library is still built against OpenSSL 0.9.8, so
you must use the serf library to use the new OpenSSL version. See
the "http-library" option in ~/.subversion/servers for more
details.

DESCRIPTION:
============
The serf library is a C-based HTTP client library built upon the
Apache Portable Runtime (APR) library. It multiplexes connections,
running the read/write communication asynchronously. Memory copies
and transformations are kept to a minimum to provide high
performance operation.

DOWNLOAD:
=========
Note that downloads from sources.redhat.com (aka cygwin.com) aren't
allowed due to bandwidth limitations.  This means that you will need to
find a mirror which has this update, please choose the one nearest to
you: http://cygwin.com/mirrors.html
