No.
They aren't "d--- --- ---"
They are "d--- --- --- +" <-------- notice the "+" thing.
This means the entry have ACL's attached that can't be easily translated into
raw numeric access mask.
You could have solved it by just fixing ACLs the straight way, from Cygwin
folder properties... but...

...but, well, you've called a problem upon yourself...
You can fix some of the default system permissions, there's an .inf file for
that. I can't recall it's name, google should help you, I think.
