perlrebase is great, but it has some shortcomings. You often have to break out of a cpan install and run it then continue, then break out again, etc. to install some modules. It doesn't automatically detect local::lib and perlbrew libs (perhaps I can patch it for that.) Maybe support for a list of other dirs in ~/.perlrebase would be good. What if ExtUtils::MakeMaker and Module::Build, in the code for the .dll link stage, would automatically rebase the resulting .dll to some address as set in /etc/perlrebase.conf?
