I presume that you mean the following explanation (emphasis lost):

"Note: This is a list of sites who have indicated that they are
  acting as mirrors of the full cygwin FTP area. We automatically
  poll this list on a regular basis to determine if these sites are
  currently up-to-date. The list of sites below reflects all of the
  sites who appear to have currently mirrored the cygwin release area."

I saw the note but it begs the question of what "automatically"
actually means/does.   This together with 1) seeing an entry like:

   'Utah: mirrors.xmission.com(ftp), mirrors.xmission.com(http)'

(no rsync) but 'rsync://mirrors.xmission.com/cygwin/' still works
and 2) seeing the (rsync) portion of a mirror site disappear while
the (ftp) and (http) portion remains, viz-a-viz:
  'Palo Alto: mirrors.kernel.org(ftp), mirrors.kernel.org(http),
   mirrors.kernel.org(rsync)' vs
   'Palo Alto: mirrors.kernel.org(ftp), mirrors.kernel.org(http)'
led me to ask my questions.

To just suggest I reread the above 'Note' etc., neither answers my
question nor is very helpful, but thanks for playing.
