I'm afraid you misunderstand. Cygwin's make is not a "make for
Windows". It is a make for "the unix-like environment for Windows",
which uses POSIX paths.
If you want a make for Windows, try MinGW:
http://sourceforge.net/projects/mingw/files/MinGW/make/
