Yaakov has made several requests for a newer GCC and I know Chuck sent an email a while back indicating Dave's lack of activity on the various Cygwin mailing lists. I'm stuck with rtorrent / libtorrent as a result of what looks like a bug in the 4.3.4 libstdc++. Are we in limbo until we hear back from Dave (hopefully we will)?
