Using winsymlinks, it seems that if you create a symbolic link to a non-existent file, the POSIX target gets set, but the Windows target does not. The cygpath command will return a valid Windows path for the non-existent file, so that should be used for the Windows target value. It doesn't make sense that the ln would only work partially.
