No, readline does not need mintty.  bash uses readline and it is
(currently) the default shell which is started when you click on cygwin
desktop link.

You haven't provided any details so either you're going to have to debug
this further or you will need to provide more details about what is
going on with gapw95.

If you have the sources (and you should since gapw95 is an open source
program) you could run the program under gdb to see where it dies.
